Mod Plate Business Rules set to change | Approved Person

Mod Plate business rules have changed effective immediately for Approved Person. AP Policy have released the following.


Important Changes to Business Rules for Approved Persons (Vehicle Modifications)

REMOVAL OF REQUIREMENT TO SEND DUPLICATE (YELLOW) COPIES OF CERTIFICATE OF MODIFICATION TO THE DEPARTMENT OF TRANSPORT AND MAIN ROADS

Effective from 17 June 2024, the Business Rules for Approved Persons (Vehicle Modifications) have been updated to remove two requirements:

  • Approved Persons are no longer required to send duplicate (yellow) copies of certificates of modification to the Department of Transport and Main Roads (TMR) – previously rule 5.1.4

  • Approved Persons are no longer required to send cancelled duplicate (yellow) copies of certificates of modification to the Department of Transport and Main Roads (TMR) – previously rule 6.1.1

While the removal of the yellow copy requirement is a significant change, it’s important to note that all other Business Rules remain unchanged. Approved Persons must still ensure that triplicate (white) copies of certificates of modification are kept at their business premises for a least seven years in a safe and secure location, available to TMR officers for audits or investigation purposes.



TMR is currently printing new certificate of modification books that will no longer include the yellow copy. However, TMR will continue selling existing stocks of certificate of modification books containing yellow copies until the stock has been exhausted. Approved Persons can continue to use existing certificate of modification books as normal, keeping the yellow certificates with the white certificates within the book.



The new Business Rules are published on TMR’s Approved Person Scheme webpage or downloaded at this link.



TMR has implemented this change to the Business Rules to streamline and consolidate audit and investigation processes, and to remove unnecessary administration costs from Approved Persons.
